The two types of zones may lead to a debate because people will support their zone as long as it "works" overall. Once things get bad due to a recession or due to difficulties growing because of government intervention, they want a new system and will switch. We want government intervention to fix the depression, but will want a more laise-faire approach under the impression that less retrictions lead to a stronger economy once they are out of the recession.Depending on how prosperous people are they are more than willing to agree to certain types of policies. When it comes to bad times people won't be in favor of policies that affect their already skewed income compared to when the majority of people are well off enough to afford more expensive policies
