A $67-$ page environmental impact statement was filed that discussed in great detail the environmental impact of the oil $-$ drilling operations that would result from the sale. An environmental group claims that the statement is inadequate because it does not discuss the environmental effect of alternative courses of action outside the authority of the Secretary of the Interior $$ such as the possible elimination of oil import quotas.
