I am confused here that 5.2% of city unemployed people =90

I know how to solve it the rest but For proportion of the sample I need more clarification

"Of a sample of 90 people in one city, 5.2% were unemployed"

because how I understood was

in the sample 5.2% of 90 people were unemployed
