The use of Terry stops has a rightful place in our society, specifically in the interest of public safety. In essence, there must be a mechanism for the investigation of suspicious behaviors. If law enforcement officers were not given the ability to investigate such behaviors, their action would simply be relegated to a reactive one. This would eliminate the ability to prevent and/or detect crimes before they happen. One of the accompanying mechanisms is the frisk. The use of the frisk has been debated in our society and will continue to be one of much divide. Certainly, there are valid reasons to employ a frisk in an investigatory stop.
