The vehicle stopped on North Alister St, across from Brown St. I approached the vehicle and the driver. When establishing contact with the driver, I was immediately overwhelmed by a strong odor of marijuana. The driver's eyes were bloodshot and glazed. I informed the driver of the reason for the traffic stop and asked for his driver's license and proof of vehicle insurance. The driver appeared nervous and fumbled through his wallet and other paperwork, without making eye contact with me.
