The Victoria is a seven-storey hotel in Palmerston, a town in East Anglia. It was originally built in 1882 by Benjamin Gladstone. Kate Salisbury, Palmerston Borough Council's officer responsible for historic buildings, comes to you for advice because the hotel has been vacant since 2004 and has fallen into disrepair. Kate Salisbury informs you of the following:

A property development company, Rosebery Developments Limited, acquired the freehold title to the hotel in 2008 from another company, Balfour-Bannerman Construction Ltd. Rosebery Developments intended to refurbish and reopen the hotel but stopped work on the refurbishment in 2009 because an economic downturn had affected the economic viability of the project.

In September 2011, Palmerston Borough Council served a notice on Rosebery Developments Limited requiring the company to carry out urgent work to repair the building. However, Rosebery Developments Limited was dissolved on 21 September 2012. After Rosebery Developments was declared insolvent, its liquidator disclaimed all freehold property owned by Rosebery Developments.

In October 2018, a storm inflicted further damage on the property. During that storm, the hotel's chimney was brought down and fell into the road outside the hotel. As a result, Palmerston High Street was closed for four weeks while essential repairs were carried out to the road. Kate Salisbury wants to know:

1. What happened to the freehold title to the land after the liquidator disclaimed all freehold property owned by Rosebery Developments; and

2. Who, if anyone, owns an interest in the land and if that person will take responsibility for the management of the property?
