The person who unveiled the lead problem was Marc Edwards, a professor of civil engineering at Virginia Tech University (and a recent McArthur Genius Award recipient for his work!).

According to the Environmental Protection Agency (EPA), water lead levels of 15 ppb (parts per billion) or less are considered to be safe. If lead concentrations exceed 15 ppb in more than 10% of customer water taps sampled, then an unsafe water alert will go out to customers.
