During this natural disaster, it was fficult for Public Health (PH) emergency responders to communicate or reach all those affected ith influenza and in need. The responders had to decide which population to support. Thirteen embers of the epidemiology section of North Carolina Division of Public Health were terviewed. The study intended to determine how the members viewed ethical issues handled in iblic health emergencies during hurricane Floyd and also to determine ways to improve ocesses for North Carolina and the Other States. The interview questionnaires were both open d closed-ended in 4 points scale of agreement (strongly disagree, disagree, agree, and strongly ree).
