There are many other issues facing emergency managers. The changing face of recovery includes disasters that displace people and, because there is no available housing, large groups of them relocate. At this writing, there is no organization or database to account for where they have gone to be able to provide support and information. This is not necessarily a responsibility of FEMA, but one in which FEMA could provide the organizing mechanism to work with other federal agencies and the nonprofit world to help organize the effort. And, of course, there is the continuing problem of stabilizing funding for disaster and emergency management operations. It is important to remember that the fundamental responsibility of any emergency management team is to support the public health and safety of its citizens. There has been a serious eroding of this capacity, and it is our communities and people who are suffering. Action needs to be taken to reverse this trend before it threatens our national security.
