There are many times where we want to jump to conclusion and solutions. Pilots for example will always follow a book with action steps to address the issues. At no point in the book does it say skip steps B-Y and just do A and Z. Another example is that I used to be a mechanic, we would follow the same line of procedures as a pilot. I would first address the problems that were small that could have lead to what the failure was, once I did that, then I would replace the broken part. Systematic approach ensures that there are procedures that need to be followed and no skips are allowed. As far as a stakeholder being involved in the final solutions prioritization should be the project manager. The PM will need to have final say in big decision changes.
