"When large groups of people convene to protest and don't wear masks, they put the rest of the state at risk." He provided no data about transmission in these events, but says it is obvious that this would be a risky endeavor during the COVID-19 pandemic. He says it should be an allowed government control on speech because he isn't banning their speech, just banning it if they refuse to wear masks while doing it.
