There is a heavily trafficked, four lane embanked roadway, under which a new roadway tunnel is to be constructed thru the embankment. The vehicles using the roadway range from compacts to WB-60's semis. There are no immediately accessible utilities available and traffic must be maintained, both ways. The problem is that the contractor is somewhat concerned as how to complete the project. So, what would you suggest? What steps would you suggest to the contractor to accomplish this project. These steps should include general traffic control patterns, excavation, construction, and finishing construction and replacing the roadway. Keep in mind that it is imperative that project be accomplished in as short a time as possible
