Hong Kong government announced that the implementation of Covid measures, including compulsory quarantine forinbound arrivals to the city, restrictions on certain designated premises, the cap on group gathering, and mask-wearing rules that are scheduled to expire at the end of the month, would be extended until September 30. The latest extension does not imply that the current restrictions will be maintained until the corresponding expiry dates. But it gives the government the ability to impose and adjust specific restrictions and conditions, subject to the development of the epidemic situation in the coming months.

On March 21, the government laid out a road map to ease social-distancing rules in three phases starting April 21 if Covid-19 infections continue their downward trend. The first phase will include the reopening of gyms, beauty salons, massage parlours, religious places, game centres, and sports venues. Group gathering will be increased to four from the previous two. And restaurants will be allowed to operate until 10pm, from 6pm, allowing four diners per table.

Phase two of Covid measures will see bars reopening (operation until 2am, seat up to four people per table) as well as other temporarily closed venues, including party rooms, karaoke lounges, and swimming pools. Restaurants will be allowed to seat eight people per table, and dine-in services will be extended to midnight. Restrictions will be further eased on the third phase, and operating hours for designated venues and guest capacity will be extended.

Flight bans imposed on nine countries will lift starting April 1, and mandatory quarantine for returning Hong Kong residents will be decreased to seven from the previous 14.
