This provides us with the opportunity to integrate what we have learnt about the analysis machinery that supports the development of policy (Analysis for policy). Your task is to write a paper, analysing a policy issue with the goal of the Minister of Health giving you the green light to address/attend to, or to solve, through the policy measure you have selected. Your paper should begin with a clear problem statement, supported by a description of the situation in which the problem you have selected to address/attend to, or to solve resides. You should explicitly state your endgame/expression/measure of policy you are seeking the green light for. Building on the problem statement, you are required to develop the issue frame/frame the issue such that when the Minister reads your paper, s/he makes the firm decision to give you what you want. The last section of your paper should focus on describing to the Minister how you would proceed if given the green light. i.e How would you advance the policy measure you have gotten the green light for, up to the point of implementing it. You are to keep your description focused through policy lenses and not describe how you would implement the policy measure. (Now may be a good time to remember the word manipulate and that its very difficult to separate politics, policy, and public health.) In describing how you would proceed you are to use the frameworks/models we discussed in class, explaining your reasoning for choosing a particular framework given the situation which calls to you and the broader context. You can incorporate as many frameworks/models you believe are necessary to fully explain how you would execute. Remember this is a policy paper and not an implementation plan
