To address congestion from an increase in the number of tourists, required time slots have been used to allow entry into some of the most popular U.S. national parks. Park officials state that visitors will face some type of congestion-management plan in the future, whether or not a reservation system is used. Some parks were already considering ticketing systems to address the growing demand to visit national parts in recent years.

Because productive resources, and the goods and services made from these resources, are scarce an allocation system (rationing) must be used to determine which goods and services shall be produced and who will receive them. In a market economy willingness to pay market prices is the primary means for rationing scarce items. A common resource is a resource that is rival but excludable. A public good is nonrival and non-excludable.
