To evaluate a government training program that provides low-income, low-skilled, disadvantaged persons job-specific training, members of the target population who live in the southern part of council are assigned to a treatment group that is eligible to receive services under the program, while members of the target population who live in the areas in the northern half of the state are assigned to a comparison group that is not. Information is collected on the earnings, welfare receipts, and so forth of both groups for one year prior to the beginning of training, during the training period, and for two years thereafter. Decide which type of research design it is advised to use.
