Today there are two competing perspectives on assessing safety practices. Perspective One

One is that safety practices are too complex to study and yet have a good deal of face value. Also, as empirical study of safety practices can be costly, research methods in this area should be more relaxed and less empirical. In other words, if it seems to have a safety benefit, why not use it or implement it? Perspective Two

The opposing view is that safety practices can be costly and disruptive to the organization and, therefore, should be studied before implementation. Which do you agree?
