Welfare Reform - what are your thoughts about what is proposed below?
1.In the rare times when a student asks about my political viewpoint, I tell them that I am a cheaporcrat.If the government can do it cheaper, better or fairer. Let the government do it.Public colleges, PUDs, roads, irrigation systems, our fine military, our system of justice including anti-trust.
2.That being said, I love capitalism.That is the private ownership of the means of production.These being natural resources, labor, capital and entrepreneurship. To me capitalism offers the opportunity to success or fail, try again and perhaps fail again. It means freedom and opportunity.
3.That being said, I think we need to get better at both.It is clear that a lot of new technology will make our lives much better and destroy millions of jobs. One cannot clearly see the future but we can certainly prepare for it.
4.Looking into the far past, in 1607, with the founding of the first colony in the new world, it took 93 farmers to support 7 non-farmers. By the time of the American Revolution, it took 90 farmers to feed 10 non-farmers.By the American Civil War it was 50/50.Today, less than three percent of the U.S. labor force well feeds our nation and much of the world.
5.Where did the non-farm, freed up labor go?Well manufacturing though likely the freed up workers most likely had to be male and white.
6.Today employment in American Manufacturing is more likely to look like rest of America but American manufacturing is going the way of American farming,Lots of output, lots of machines but fewer and fewer workers.
7.These displaced workers now join the communication and clerical workers and soon perhaps retail, warehouse and transportation workers.
8.There will always be work in the future but the jobs will need more and more skills.
9.We will need higher skilled workers and this means better schools.But better schools may not be able to overcome bad parenting.
10.We should organize a system that would subsidies low income workers more vigorously than the Earn Income Tax Credit currently does.I feel strongly that people who work should not be poor and yet roughly half to the persons held in poverty are working.They just don't make enough.People who work should have lives of comfort and optimize and the means to investing in their lives for the future.
11.Nearly fifty years ago, a bit controversial lefty, Daniel Patrick Moynihan who worked for a bit right, bit left President Richard Nixon, proposed that the much simpler system of income security be adopted.
12.The argument at the time was that if the entire budget of income security programs were directly given to the poor, they would then not be poor but rather middle class.Their logic was that much of the budget for poverty programs did not go to the lower class but much to the upper class bureaucracy maintaining and regulating these various programs.
13.What if we had a new system that sold the buildings, retrained the bureaucrats, and ends the process of good people waiting in line to get help.
14.Keep Social Security but end virtually all income security programs and replace them with a computer somewhere in Social Security department or perhaps the Internal Revenue.The computer would track households by social security number and perhaps some connection with the IRS to know how many dependents per household.
15.If a working household is having some bad months for adequate income, the computer simply send them a check dependent upon the number of worker and the number of dependents.
16.No job in a household, the computer also sends them a check again depending on the number of dependents.The size of the check, perhaps what we are currently paying people on supplemental Social Security.Currently roughly five percent of potential workers are currently on SSI.
