Under Section 7 of the Control of Drugs and Cosmetic Act 2010 (fictitious), the Minister of Health is given the power to regulate and administer matters pertaining to licencing and advertising cosmetics products as he thinks necessary.

Ana applied for a licence to develop and sell a range of skin care products under the trademark name of 'Cherah'. However, her application was rejected as she already has another line of skin care products bearing a different trademark under the same company.

Atul, a successful advertising business owner, was so upset as her application to renew her advertising licence was rejected by the Minister. Two weeks prior to this, the Minister requested her to initiate an advertisement campaign for a product owned by the Minister's sister for free. She turned down the request and the Minister was so upset with the rejection.

Ani owned a cosmetic business made from natural sources in Papar for at least nine years. One day, she received a letter signed by the Minister of Health informing that her licence to sell cosmetics products was revoked. Upon investigation, she found out that the revocation was made after the Minister was instructed by the Ministry of Environment. The Ministry of Environment believes that her business would adversely affect the environment.

Ana, Atul, and Ani were so disappointed with the Minister's decision. They believed that the Minister had acted in contradiction with the law.
