Under the Civil Rights law, employers with over 15 employees cannot discriminate based on race, gender, national origin, etc. What about employers with 14 or fewer employees? What is "gender"? Does gender include sexual orientation? Does gender only have two categories (male and female)? How would/should our discrimination laws deal with new issues on the horizon (such as cloned people)
