Under the new rule if a person files for Chapter 7 they must go through the mean test.If it is determined that they can pay $100 a month for five years towards debt then they are redirected to a Chapter 13. If they cannot meet the $100 bench mark then they are eligible to file for Chapter 7.While I understand the needs for a mean test.
