Under the new rule if a person files for Chapter 7 they must go through the mean test.If it is determined that they can pay $100 a month for five years towards debt then they are redirected to a Chapter 13. If they cannot meet the $100 bench mark then they are eligible to file for Chapter 7.While I understand the needs for a mean test. Why doesn't the process be set at the federal level while the numbers should be set at the state level since the income levels and cost of living levels vary greatly between states?
