United States Senator Caster is sponsoring a bill that would completely restructure and reorganize the Board of Regenerative Science. She wants the agency to be effective and efficient in administering and enforcing the Human Cloning Act. While she wants the agency to have the proper congressional oversight and executive-level guidance from the President, she also wants the agency to operate free from political pressure.

Research and draft an office memorandum to Attorney Holland that addresses:

(1) whether the agency should be formed as an executive or independent agency, and

(a) the benefits and detriments of forming the BORS as either an executive agency or an independent agency, and

(b) include an example of at least one Federal executive agency and one Federal independent agency.

(2) whether the BORS should operate as a regulatory agency or a social welfare agency, and (a) the benefits and detriments of operating the agency as a regulatory agency or a social welfare agency, and (b) include an example of at least one Federal regulatory agency and one Federal social welfare agency.
