Vanessa is the events manager at Warner Stadium, the home of the Werribee Lions Football Club.In June, in the middle of the VAFLW football season, the Victorian government decided to impose a lockdown on the residents in the Greater Melbourne and neighboring regions including Werribee and Geelong.After two weeks of full lockdown, the government reduced restrictions to allow spectators to attend sporting events, limiting numbers to 200 spectators at the Warner Stadium.Vanessa was concerned about recent incidents of youth vandalism and drunken disorderly behaviour at football games, so she calls the Werribee police for some assistance in policing the gate and conduct of supporters for the upcoming Lions game.The police, upon assessment of the event, respond to Vanessa that only very few police officers would be required to manage such a small event.Vanessa offers to pay the police $3,000 to increase their presence and be there early before the 8pm kick-off and stay until late after the game. Although it is assessed that such precaution is unnecessary, the Werribee police department agree to allocate more personnel on the night. The event turns out to be uneventful and the police presence proved not to be required.Vanessa now feels that she should not have to pay the $3000.
