There's the group of employees that always do the right thing; a second group, also known as the "swing group," that understand right and wrong; however, their ethics depend on the situation they are placed in; and a third group who will always be dishonest anytime it benefits them.

It's believed that a statement of ethics, such as Walmart's, will assist the "swing group" with making sound ethical decisions. Others believe that ethics is something an individual acquires and understands well before the age of employment. These folks believe that a statement of ethics has little influence on this group.
