Waste has long been a serious issue due to the environmental and economic concerns. The HK food and environmental hygiene department believes that the average amount of daily household waste (per family) exceeds 15 pounds per day, and needs urgent attention. If this is true, new policy should be implemented to reduce the waste generation and for the waste generated, the government should aim to use more as a resource and send less to landfill. To test this belief, FEHD takes a random sample of 15 families and measures the amount of their household waste . The results are listed here. If the population of daily household waste is normal with a standard deviation of 2 pounds, Conduct a test at the 1% significance level and draw conclusions. Use the p-value approach. (Hint: whenever we know the population standard deviation, we should use it instead of the sample standard deviation.)
