The following are needed:

1. Review the video.

2. Review the Response to Resistance forms from each of the three officers.

3. In Memo form, addressed to me, (Rather than using the Personnel Complaint Report mentioned in the complaint investigations policy) draft a thorough investigative statement of the facts. Break the video down to articulate exactly what each officer did, incorporating information from their formal response to resistance reports. Following the statement of fact, frame a set of questions that you believe are still unanswered or which need clarification from the officer(s) involved, and consider potential policy violations from the Response to Resistance Policy, as well as for the Standards of Conduct. Consider what Disciplinary Actions/Guidelines might apply.

4. Once you have considered all available facts, please submit a separate memorandum detailing your disciplinary recommendations based in fact and policy.

5. If you plan a Chain of Command Board, pursuant to the Complaint Investigation Policy, prepare two memos. The first memo should be addressed to the accused officer(s) directing them to select a peer rep, giving them the opportunity to submit a mitigation letter, and announcing the date of the board. The second memo should be addressed to those in the officers' chain of command ordering them to the board. If you believe a written reprimand or Employee Improvement Notice is more appropriate, complete those documents and upload them. With three officers, it is possible that one or more may get an EIN or reprimand, while the others may be recommended to a chain of command board.
