We have a customer who has placed an order for patrol craft under Category VI, article (b) of the USML. Because of the nature of the article, representatives of the customer will eventually come to the United States to be trained in proper operation and maintenance of the craft. This will range from training in maneuvering the craft to doing oil changes to recalibration of navigational instruments. What actions should the EO take
