We have studied the connections between law and policy. Policy generally describes the goals or ideas that governments choose to implement (or reject). Explain the policy rationale for a state statute that requires churches and other places of worship to close if the town where the church is located is in the "red zone" for COVID-19 infections, and briefly describe the legal principle(s) that may allow or bar such a policy to be implemented.
