We know that Phoebe has agreed to tutor Indira's daughter in math. Phoebe borrowed her friend Colin's car to drive to Indira's house, and she paid $2 to park the car in an underground lot close to Indira's apartment building.

The lot is owned by Navin. Navin does not take possession of the car or the car keys at any point, so that use of his parking lot constitutes a licence, not a bailment.

When Phoebe parked the car, she reached for her bag on the floor of the car and discovered a nice gold watch underneath the passenger seat in the front of the car. She later asked Colin about the watch, and he confirmed that he didn't own it and didn't know who did.

When Phoebe returned to the car after her tutoring session with Indira's daughter, Phoebe discovered that the car had been damaged by someone scratching a key along the side of the car. When opening the car door, underneath the car she discovered an envelope with $500 in it. The envelope was addressed to Sally Bowles, a real estate agent who worked at an office in the building where the lot was located.

Assume Phoebe makes no effort to find Sally, and the $500 actually belongs to Sally. Among the four possible claimants, Sally, Phoebe, Navin, and Colin, who has the superior claim? Rank them in order and explain why.
