This week we reviewed the role of long-term strategy and priorities for homeland security. Is the current organizational structure and strategy for DHS adequate to meet the broader range of challenges and threats over the next decade?
The current organizational structure and strategy of the Department of Homeland Security in not adequate to meet the broader range of challenges and threats over the next decade. According to the Center for American Progress, the DHS of today is much different than the organization created 20 years ago in light of the 9/11 terrorist attacks. According to the group, the DHS has over extended their resources and need to focus on its initial roles instead of encompassing multiple functions across a range of responsibility. While many policy decision makers agree the Department should undergo reform to operate more efficiently, there is disagreement on how to accomplish such transformation. Some parties feel that portions of the DHS should be dismantled, while others believe providing additional responsibilities and resources to the DHS would solve the Department's deficiencies. "Both approaches miss the point. Abolishing DHS and returning its components to where they came from is neither politically feasible nor wise, and giving DHS more resources and responsibility without substantive changes will do little to fix the department's underlying problems" (Rudman et al., 2021, p. 3).
The Center for American Progress calls for the DHS to mainly focus on disaster relief and cybersecurity threats, so that other government agencies can focus on law enforcement policies. I agree with the Center's position. Emergency Preparedness and Disaster Relief should be a priority for the Department of Homeland Security. Natural hazards and threats are defined as events related to extreme weather, fire, earthquakes, etc. Some may argue that system preparedness may appear to produce redundancy and may seem like a waste on the front end, but it could also make the world of difference when a compromise occurs. "Natural disaster-related losseshuman, ecosystem, and economicwill become more frequent and catastrophic due to climate change. Pandemics can uproot daily life and economic security when border-screening measures fail to halt early transmission. The United States needs a proactive emergency preparedness and resilience capacity and a flexible and capable response system that can respond to a wide range of emergencies quickly and efficiently" (Rudman et al., 2021, p. 13).
