  1. What are the differences between the "Hands Off & Hands On" era? The differences between the hands off era compared to the hands on era is in the hands off offenders were flogged whipped and becomes a slave to the state. In the hands off era once one got convicted or sentenced all of the persons possessions can be treated as if they passed the prisoners got treated horribly. Also in the hands on era the prisoners had rights. The goal is to put the offenders in humane and cruelty free conditions inside the prison. In the hands on era the prisoners were more vocal and at times even demandent for better prison conditions that is in their rights.
  2. What factors led to the passage of Civil Rights of Institutional Person Act (CRIPA) & Prisoner Litigation Reform Act (PLRA)? The factors that lead to CRIPA was multiple violations of prisoners constitutional rights. Somewhat like Attica Riot they were not getting what they feel is needed. The PLRA was just restricting prisoners from being able to petition to federal courts directly. Both the PLRA and the CRIPA shows checks and balances in the institutions they are in.
  3. How could the Attica Riot have been prevented? I believe that one way Attica Riot could have been prevented is probably listening to the prisoners and what they want as humans not prisoners. There were so many issues in that prison why wouldn't a bunch of inmates take it over to get something good for themselves it took a lot of heart to do so. Another thing is to have diversity between the guards to work with inmates as well as having rehabilitation programs and goals for these prisoners.

Further evaluation happened once other issues started effecting these timeline rules or regulation when these came out.
