A consulting firm conducted an anonymous employee opinion survey for a large retail organization with a number of stores. The headquarters' HR department and the consulting firm planned that once all results, including the solicited written comments of the survey, were collected, they would be directly delivered to the HR group for its review. Thereafter, HR personnel were to review all findings including written comments, and pas on the data o the managers of the corporation's stores.

During their review HR professionals found written comments of two employees from a particular store who claimed that their manager was sexually harassing them.
