There is nothing worse than someone budgeting for your unit, who has no idea what they are talking about. They lack experience, knowledge, and expertise which would allow unrealistic budget allotments that otherwise may come from the "top" who sit in offices and do not have that first-hand, boots on the ground experience. Bottom up approach would be best for a hospital like Bayside as it allows each department and manager to create a proposed budget based on what they need. Nobody else knows the department's needs like their own department manager. There are concerns with over budgeting and unrealistic budget expectations when the proposed budget is sent off to upper management (Reiter & Song, p. 163, 2018). When the proposal may get sent back to the department manager, they can then decide what is most important to the unit and make changes and cuts from there, as they will likely know better than someone from upper management
