In an ideal world,how would itsupport children,families, and educators in providing high quality educational experiences?

In IDEA,the early intervening services clauses have created a lot of challenges for states and districts.Many young children who are referred from evaluation have been turned away because of lack of the early childhood program's effort to useRTI or recognition &response.What is your reaction to this?
