What happens if you run an Azure Resource Manager template with no changes a second time?

The existing resources defined in the template will be deleted and recreated.

The deployment will fail with an error stating the resources already exist.

Any resources that do not exist will be created without impacting existing ones.

The template will be validated but no changes will actually be deployed.
