Unlike sects, bureaucracies are hierarchical. Leadership is routinized in a ranked set of offices, membership in which is ideally based on experience and competency. Members move through these offices in a pattern which defines a career. In sects, the members donate their time and there is no well-defined leadership. In fact, a concerted effort is made to deny differences among the members.
