What is a meaningful response to the following, "The state can declare an emergency due to the intense heat. You want to put the workers' interest and their health first before you have people passing out and having a heat stroke on the job. The heat rule can make sure there are rest periods and monitoring workers for signs of heat illness. This is for when the heat index is above 80F and all employees must be trained in heat safety. We need these types of regulations because since 1990 heat deaths have doubled. Workers are most vulnerable, especially construction workers, and other occupations that spend the majority of work outside.
