CenturyLink employees are covered by a local union, regardlessif the employee is a union member or not. Only union members are allowed to vote for changes that are to be made at the negotiating table. The union members decide they want an extra day off for a mental health day. They present their case to the union representatives, they in turn take it to the collective bargaining meeting and it is accepted by the management as well as the union. It will now be a new policy for all employees.

What impact do player unions and the role of the league commissioner have on collective bargaining agreements?

Player unions are the representatives of the players while the league commissioner is the representative of the teams within the league. The impacts are the same as a union would have for the employees of a company such as CenturyLink.
