What is one downside of urban planners focusing on "choice commuters," as they design transportation routes for a city? Spending tax dollars on public transportation for those who do not even reside in the city will erode the morale of the residents. Focusing on choice commuters does not provide transportation needs for those who need to travel across town for employment or food access needs. If people have no way to travel out of the city, they will simply move out of the city, which will erode the tax base.
