The Story of Alan Burch The Speech Incident: The Bad Astra In 1983, five students at Lindbergh High School in Washington decided to create an outlet for the stu- dents to express their views beyond the official school-approved outlets (Burch v. Barker, 1988). This led to their creation of a four-page newspaper which they called "Bad Astra" (p. 1150). The newspaper was created off-campus and outside school hours. The students funded their newspaper with their own resources. School officials were not aware of the publication and it was an unofficial newspaper, making it an underground newspaper. The school district, however, had a policy that required students to seek school review and approval before distributing any student-authored publication on the school campus or at school functions. The policy authorized the district to censor articles that included obscenity, drug, liquor or cigarette advertisements, epithets, defamatory language or an incitement to commit illegal acts.
