What is the difference between "operational" and "developmental" vehicles?

"Operational" vehicles are vehicles that have reached their final version, in that the manufacturer decided that the model will not be improved further, while "developmental" vehicles of a type for manufacturer is still considering further development, and the future sale of new versions.

"Operational" vehicles have no outstanding safety or design issues, and are thus acceptably safe delivery to end users, while "developmental" vehicles are still in development, and may have outs issues that may make them unacceptably unsafe, or otherwise unfit for delivery to end users.

"Operational" vehicles are vehicles currently being operated to transport goods and personnel fo normal operations, such as transfers and distribution, of an organization, while "developmental" allocated to the research and development division of that organization, so that they can serve t specialized needs of that division.

"Operational" vehicles are vehicles currently being operated by the end user, while "developmen as safe and functional, but have not yet been put into operation.
