Many governments are adopting performance measurement and reporting systems to measure program effectiveness.Performance measurement systems track how well an entity has performed in relation to particular benchmarks, such as short-term and long-term targets and the performance of similar-type entities.When it comes to benchmarking, the State and local government programs such as high schools, typically, have an annual performance measurement systems that may be compared to budget targets, with actual results in previous years, and even with comparable high schools in neighboring school districts.The benchmark assessment can inform policy, instructional planning, and decision-making at the classroom, school and/or district levels.As Ives and Hancox described in the textbook, performance indicators can be classified into three categories (page 115):
- Outcomes Indicators - These types of indicators measure the results obtained because of the services provided. Some of the indicators or benchmarks that high schools can use these types to determine program effectiveness are:
- A percentage of student achieving a specified skill level in a particular subject
- A percentage of students with high attendance rates as determined by district standards
- Number or percentage of students enrolled in challenging, high-level courses
- A percentage of students complete postsecondary program
- A percentage of students demonstrating basic work-readiness skills
- Output Indicators - These types of indicators measure the quality of services provided with the available resources. Some of the indicators that high schools can use of this type is:
- The number of students served (average class size)
- The average year of teachers' experience per school
- School level pupil-teacher ratio
- The number of changes in staff over a certain period
- Efficiency - These types of indicators provide unit costs (usually expressed in dollars of employee hours or days). Some of the indicators that can help asses high school program effectiveness are:
- Financial cost per student
- Human resources invested per student
- Teaching time per subject
- Total hours of instructions per year
