It is a huge agency that makes coordination of its actions and investigations difficult.

" The commission members serve life terms which can lead to corruption and complacency. 

Complaints that are not upheld are kept secret - neither the charge or commission's findings are made public. 

Commission action on charges requires 2/3 approval by the state legislature.
