1. What is the purpose of a state's police powers? And what are some ways in which the State of California, the County of Alameda, and/or the City of Fremont has exercised its police powers?
2. "If we did not have a rule of law system, you might be uncertain [about] how to conduct your business, and you may be subject to arbitrary enforcement of unstated or ex post facto laws that [affect] your business." Explain this in simple terms. Why is the rule of law important for businesses?
3. In Question 2 should have provided some considerations with respect to why businesses rely on the rule of law, with at least some specificity. How does Tesla work in some of those considerations into its complaint against Alameda County?

In its complaint, Tesla stated that "Alameda County decided thatnotwithstanding the clear language and statewide logic of the Governor's order on this pointit would insist that its prior (and subsequent) conflicting pronouncements controlled over the state-wide order" even thought the Governor had warned that local governments could keep more restrictive rules in place. In filing complaints, parties often make allegations that they know are not 100 percent correct. Here, in addition to filing a complaint, Tesla CEO Elon Musk tweeted about the situation (e.g., saying that he was ready to be arrested, saying that he wants to move Tesla out of California), gaining national media attention as well as subsequently invitations to discuss the matter with the Governor as well as with local Fremont City Councilmembers. How did Tesla use the law to its advantage in order to achieve its business purposes of resuming operations and increasing revenues for the financial quarter?
