From a strictly economic perspective, the answer would most likely revolve around work -- who can work, who should work, where can work happen, etc. Or, similarly, who can participate in the economy and how? The "ethical" aspect for many governments was quite literally: how long do we have to wait before making people return to work? Or, how many lives are we willing to risk to keep making money? In the history of political economy, we as readers are often faced with this inhumane, or at least emotionless, perspective. It took a deadly pandemic to expose that employers, politicians, and economists have never stopped valuing efficiency over health and life. This was never something that only happened in the 18th and 19th centuries, drawing many connections for both those aware and unaware people between the labor practices of the Industrial Revolution and today. The real ethical questions which COVID19 raised about capitalism were the questions people have been asking for at least two hundred years (i.e. How can working conditions affect the physical and mental health of workers? Is minimum wage truly a "living" wage? How has racism economically disadvantaged non-white workers?) Particularly in the United States, non-white people caught and died of COVID19 at higher rates than white people; deaths were five times higher among working-class people than college educated adults. Can we see these same trends, these same vulnerabilities, among racial minorities and the working class throughout history? To be more specific, who can afford to stay home? Who can afford to stay healthy? The positions people were put in during COVID19 were as much pre-existing conditions as actual health problems, except that capitalism was the cause.
