If the man was paid cash under table, surveillance method would be way to get proof he was working in capacity while claiming disability benefits. If he was paid legitimately where he filled out employment tax forms and registered with the state then his profits are tracked, but not if he's paid under table. Not sure how San Rafael in California follows up on things since many people claiming disability and get paid by other means of profit via cash, pretty sure it happens more than the state is willing to invest time/money on investigations. I think insurance companies do though. If you claim worker's comp, insurance companies do surveillance investigations if comp claims are valid. For example, if someone is in car wreck and claims they can't work, hurt on job and can't work due to injuries. If they receive compensation or settlement check, insurance companies have investigators do surveillance on individuals. Difference is working while claiming unemployment benefits and working while claiming disability benefits both are illegal.
