Some restrictions to be careful about while conducting surveillance are that the investigators have probable cause to do the surveillance. This is protected under the Fourth Amendment of the Constitution in which there should be no unreasonable searches. As with any investigation the investigators need to be careful to establish the truth, be experienced and objective, any hypothesis should be closely guarded during the investigation, only people who need to know should be provided with the information, the information gathered is independent and factually correct, they avoid questionable techniques, and the report must be fair and objective.
