What policy did Milwaukee use to "defund the police" in 2020 and 2021? Were alternative plans put in place for the decrease in number of officers? After, did they refund the police? If so, why?

The community complained that the reduction in officers led to slower response times. Did the city plan to replace the lost employees with other forms of nonpolice responses? If they didn't, is there any correlation between this and the high crime rates?

Generally speaking, when creating policy to defund the police are there ways to cut police funds without reducing the amount of officers?
