When a local court is asked to recognize and enforce a foreign judgment, is it not sensible that the local court examine the merits of the case, to make sure that justice is being done? Since this examination does not routinely happen, why is it not done? What things are examinable when a request to recognize and enforce a foreign comes before a local court?
