When a tribe is "treated as a state" for purposes of an environmental statute: 

 the state may concurrently regulate as part of "cooperative federalism." 

the tribe receives a delegation of federal authority to implement the statute. 

the tribe exchanges its inherent sovereignty in exchange for the powers reserved in the Tenth Amendment.

the tribe can regulate on all lands within the reservation for all environmental purposes
